Springfield trims 16 jobs, adds new fees

SPRINGFIELD — On a busy night Monday, city councilors passed a lean budget for the coming year, added some new fees for services that will specifically benefit the fire department, and left the city’s urban growth boundary intact.

The council followed the recommendations of the budget committee in cutting almost 16 full-time equivalent positions for the 2012 fiscal year that begins July 1.

Councilors expect sluggish property tax revenue in the coming 12 months and, at the same time, several costs such health care and retirement contributions for employees will be increasing.

But all but three of the eliminated city jobs were accomplished through retirements or voluntary departures, Finance Director Bob Duey said.

At a public hearing on the budget, Mike Tayloe chided the council for a budgeting process that he felt didn’t allow for enough public participation and for a final decision that emphasizes wastewater improvements over street repairs. Tayloe also was critical of the roundabout intersection at Harlow Road and Pioneer Parkway, calling it a dangerous place for pedestrians.

“No one in a walker would take on that roundabout, only the young or idiots,” he said.

In other matters, the council voted to increase revenue by creating new fees for fire department and ambulance service.

For the first time, hospitals, day care centers and other care facilities will have to pay for fire marshal inspections that confirm that their facilities are safe, a requirement of the state. The inspections will cost a minimum of between $175 and $375, depending on the kind of facility. The city expects the new fees to raise at least $11,600 in the coming year.

Springfield also will be charging people who live outside the Eugene-Springfield area who have car accidents that require a medical or rescue response from the city fire department. The fees range from $450 to $1,800, and will be billed to either the victim or the victim’s insurance company.

Other Oregon communities, including Corvallis and Oakridge, already are charging such fees, officials said. Eugene and South Lane County Fire and Rescue are considering them.

Springfield also is increasing an extra out-of-area fee it charges for ambulance service. Those who live outside the Eugene-­Springfield area will see their out-of-area bill increase by $100 to a total of $1,800. Local residents pay $1,600. The fee does not apply to FireMed members.

EUGENE, Ore. -- Down on his luck and out of a job, former University of Oregon cross country runner Daniel Seddiqui needed a change. Little did he know that change would set him on course for the race of his life. 

“It was just an idea and I had nobody. Not even my parents believed in me,” said Seddiqui. 

Instead of finding the perfect job, Seddiqui decided to pursue 50 jobs in 50 states with the stop clock set at 50 weeks.

“I was a logger in Oregon outside of Medford, a marine biologist in Washington, and I was a reverend in a Las Vegas wedding chapel," he said. "I married couples.” In a race against time, Seddiqui sprinted across the country. Working jobs such as a coal miner, a meteorologist and a general store clerk, he encountered hurdles around every corner.

“I was held up at gun point in Detroit working at an auto shop, and I got hit by a car in Los Angeles,” said Seddiqui. “Then I thought OK, this is real. This is not a movie.”

After completing his 50-week challenge, Seddiqui emerged with an extensive resume that literally reads like a book. 

“I just had so many ideas I had to put them all down,” said Seddiqui.

After two years and 60 publisher rejections, Seddiqui is a published author who seeks to answer the question: what's the key to success?

“Persistence. I've been rejected nearly 5,000 times,” said Seddiqui. “Be open to doing things you never thought you'd do because you don't know unless you try.
