Cow Town an Introduction to Art Dyer for Many Muskego Residents
For many residents who moved to Muskego in the past 10 years, the name "Cowtown" may mean only what you'd call an agricultural village in central Wisconsin. However, older residents will remember the controversy the development caused in in the mid 1990s, as progress v. propriety seemed to be the issue.
Art Dyer, a Muskego resident at the time, had planned to turn about 40 acres of land near Janesville Road and Hillendale Drive into an entertainment complex with a western theme. The Cowtown Saloon was at its center, and was a 20,000 square-foot bar, with a Cantina to feature Mexican fare.
In addition, indoor and outdoor volleyball courts were proposed along with 12 horseshoe pits, lighted softball diamonds and an outdoor rodeo. A second phase of the project would have also included retail shops, including a general store, ice cream parlor, western clothing store and antique and blacksmith's shop.
Dyer had also planned on adding a petting zoo, and eventually a 24,000 square foot auditorium, which he said would be used to host concerts by national country-western acts as well as local events.
"I think the Muskego area is a die-hard western area, and I'm putting my money where my mouth is," he said in an interview with the Enterprise . "Waukesha County has more horses per capita than any other county in the state. I own horses myself, and almost all of my friends own horses."
The promise of an increase in tourism, jobs and just something for families to do in Muskego with a growing population was initially enticing, but other residents and more than a few aldermen were opposed to the idea.
Calling the project "highly speculative," then-Police Chief John Johnson expressed concerns from a law enforcement standpoint. "I am concerned with the chance of success the development has, more importantly, the impact on police resources if the project isn't the success it's supposed to be," he wrote in a letter to the Common Council on February 28, 1994.
A public hearing held in March of 1994 drew a capacity crowd, with many residents citing the size of the saloon, which was planned at two stories to hold 1,000 people, along with a proposed babysitting service the complex held as well.
"It's outrageous," resident Anita Kohl said. "You want to pen my kids up while I go into a saloon."
Also at issue was the request from Dyer for the city to approve $750,000 in block development grant funds to support the project. The state would give the city the funds, which would then be loaned to Dyer to be paid back with interest.
